Description:
DAI is preparing for an anticipated USAID funded agribusiness program in Egypt (Integrated Agribusiness Sector in Egypt (IASE) project) which will focus on strengthening agricultural markets and trade while utilizing technology and best practices to improve agricultural practices and value added processing. The anticipated program will address Egypt’s agricultural challenges in an effort to improve agricultural inputs and sector services and work with Egyptian counterparts to promote trade facilitation for key crops.

Core Responsibilities:
The Chief of Party (COP) will be responsible for overall project management, including strategic vision and field team leadership; development and implementation of work plans, overseeing operational budgets and performance monitoring plans; liaising with the USAID mission, government officials, other donors and partner organizations; identifying and mitigating program risks, and ensuring achievement of project results and objectives.  The COP will supervise key project staff and ensure compliance with DAI ethics, procedures and policies and USAID rules and regulations.  Additional responsibilities include:
  • Direct staff development, team building, and strategic planning;
  • Train and mentor staff;
  • Serve as principal point of contact on contractual and technical matters with USAID, Government of Egypt officials , and all partners;
  • Ensure that all program deliverables are completed on time and are of high quality;
  • Responsible for IASE program budget;
  • Ensure all program activities are in compliance with DAI and USAID rules and regulations;
Qualifications:
  • At least 10-15 years of international development experience in managing and implementing large agriculture or business development programs.
  • Demonstrated knowledge of issues relating to agricultural enhancements for Egypt.
  • Demonstrated expertise in agriculture/agribusiness development, institutional capacity building or business enabling environment, as well as program design and implementation.
  • Experience leading successful agricultural development programs the Middle East-North Africa region.
  • Demonstrated ability to effectively collaborate with senior host-government counterparts, local implementing partners, and other USG- and other donor-funded programs.
  • Demonstrated high regard for an ethical management approach.
  • Masters degree or higher in agricultural production, agricultural science, international development, business management or a related field.
  • Experience working with women’s cooperatives and rural youth preferred.Strong communications skills with fluency in English language required; proficiency in Arabic preferred.

INTRODUCTION
The International Labour Organization (ILO) is the UN agency that brings together governments, employers and workers of its member states in common action to promote decent work throughout the world. The position is located in the ILO Decent Work Technical Support Team (DWT) for North Africa and ILO Country Office for Egypt, Eritrea, Sudan and South Sudan (DWT/CO-Cairo). DWT/CO-Cairo provides high-quality, timely and integrated technical support to North African countries in the design and implementation of Decent Work Country Programmes within the framework of outcome-based work plans. The position will have the role of Director of the DWT and of the CO, assuming the leadership and ensuring the adoption of an integrated approach to the promotion of the four strategic objectives of the ILO. The position will conceptualize, direct and manage the implementation of the work programme, providing technical and policy advice, information and analysis to constituents on the promotion of the ILO's Decent Work Agenda. The position reports to the ILO Regional Director for Africa.
Description of Duties
  1. Ensure that Technical Specialists and other staff in the DWT/CO optimize the use of resources for the achievements of results and that they are held accountable for their performance.
  2. Facilitate the provision of technical support and policy advice to national counterparts in response to the needs of ILO constituents in the design and implementation of DWCPs which can lead to visible and measurable results. Ensure consistency of outcomes with the Strategic Policy Framework and approved programme and budgets and alignment with UNDAFs.
  3. Recommend policy, programme initiatives, and strategies in the related areas, guide the implementation, substantive backstopping and monitoring of technical cooperation projects.
  4. Provide high-quality technical contributions to policy debates in the countries covered by the DWT/CO to promote the implementation of the Decent Work Agenda and its mainstreaming into UNDAFs and other development frameworks.
  5. Supervise the organization, preparation and finalization, including quality control, of any publications of technical nature, including reports, policy briefs and position papers.
  6. Coordinate appropriate ILO representation at meetings, seminars and conferences relevant to the work of the DWT/CO.
  7. Ensure the effective management and efficient use of financial, human and other resources allocated to the DWT/CO in keeping with ILO regulations, rules, policies and procedures, notably the performance appraisal system.
  8. Manage country activities so that visible measurable results are achieved within the framework of Decent Work Country Programmes, consistent with the Strategic Policy Framework and approved programme and budget and aligned with the respective UNDAFs, with support, as necessary, from the DWTs and technical units at headquarters
  9. In coordination with the Regional Office for Africa mobilize and distribute resources to meet countries priorities; direct and facilitate programme implementation in keeping with stated outcomes, indicators, targets and quality standards.
  10. Monitor and report, in particular to the Regional Office for Africa, on programme implementation and resource use against stated outcomes, indicators, targets and quality standards and cooperate in the completion of mandated evaluations.
  11. Build and maintain strong relations with ILO tripartite constituents to assess and respond to their needs, while promoting ILO principles, policies and objectives.
  12. Assume primary responsibility for the delivery of technical cooperation in the countries and territories covered including the supervision of technical cooperation project staff and ensure the provision of adequate administrative backstopping.
  13. Serve as an integral part of the United Nations Country Team(s) under the leadership of the United Nations Resident Coordinator(s), building and maintaining strategic partnerships with the United Nations and multilateral system to promote and facilitate the mainstreaming of the Decent Work Agenda into UNDAFs or other development frameworks in the countries and territories covered.
  14. Coordinate the day-to-day response to the safety and security of ILO staff under their supervision, including technical cooperation staff, and work with the UN Security Management Team at the respective duty stations to ensure that all staff participate in security training exercises, and comply with applicable security policies and instructions.
  15. Foster and facilitate teamwork between staff of the various technical cooperation programmes and projects in the countries and territories served and between them and the other staff of the DWTs to create linkages and synergies between technical cooperation and regular budget activities.
  16. Perform other duties as may be assigned by the Regional Director.

EDUCATION
Advanced university degree in law, economics, political or social science or other relevant area
EXPERIENCE
At least ten years of professional experience at the international level (combining both headquarters and field experience) in the formulation, management and implementation of development programmes, as well as with labour and social policies. Proven experience in a managerial function including direct supervisory responsibilities over a large team. Acquaintance with the United Nations System will be considered as an advantage.
LANGUAGES
Excellent command of English. Knowledge of Arabic and/or French would be an advantage.

The ICAO Middle East (MID) Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States in their implementation activities. Within this context, the Administrative Assistant supports the Administrative Officer's tasks for delivering quality services in HR and administration, mastering all relevant rules, guidelines, processes and procedures. S/he will be part of a team actively engaged in contributing to and accomplishing the vision, mission and goals of ICAO. S/he takes a client-oriented, results-focused approach to interpreting the administrative rules, procedures and guidelines in providing support and guidance to the Regional Office and ICAO projects. CONDITIONS OF EMPLOYMENT

ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC).
The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
