Who are we?
DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. With the vision that no displaced person must be in want of help to find protection and durable solutions, DRC provides assistance and protection to conflict-affected in many of the major conflicts in Asia, Africa and Middle East. The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions.
Aim:
To represent and elevate DRC s work in protection at local, national, regional and global levels.
To develop a protection strategy for DRC in Jordan in coordination with the Region and incorporate protection principles and activities into DRC projects.
To provide technical leadership, oversight and support in the area of protection for DRC and partner staff.
To advise on the structure and procedures of the Code of Conduct (and broader complaints reporting and response mechanism); and to investigate reported Code of Conduct violations.
Reporting:
The Protection Coordinator reports to the Country Director and supervise the Coordination and Referral Manager and the Senior Protection Officer.
Duties and Responsibilities
Proactively engage in bi-lateral coordination with local and international NGOs as well as with international public organizations to refine, expand and strengthen DRC s referral and information assistance and partner networks.
Participate in DRC global and regional protection resource development and information sharing initiatives.
Represent DRC in UNHCR-led global, regional and national protection workshops to provide technical inputs, share good practices and contribute to protection tool development.
Organize and facilitate protection-related workshops and other inter-agency events as agreed with the Country Director and Head of Programs (ex. on legal documentation related protection challenges, referral mechanisms).
Provide protection-informed input in DRC Jordan internal coordination meetings including Senior Management Team meetings, Technical and Technical-Proram meetings.
Actively engage in the INGO Forum Advocacy Working Group and contribute to joint or harmonized advocacy efforts. Coordinate advocacy efforts/info on a regular basis with DRC Regional Migration and Protection Advisor.
Represent DRC in Protection from Sexual Exploitation and Abuse Focal Point Network.
Advise on design and operation of Code of Conduct (CoC) and broader complaints reporting and response mechanism.
Advise Registrar, Sr. Protection Officer, on the collection, documentation and sharing of complaints/reports with the DRC Complaints Review Committee.
Serve on the Complaints Review Committee.
Train staff on DRC Code of Conduct and it s link to protection principles.
Investigate reported CoC violations as requested by the Authorizing Officer. Develop investigation plan, collect evidence, conduct interviews, document findings, write report, communicate/coordinate with all relevant parties, ensure rights of each party (complainant, subject, witnesses, et. al.) are protected.
Support learning outcomes tied to complaint reporting and response system (ex. send summary reports to DRC regional and global focal points).
Provide technical guidance to field staff. Develop, collect and analyze protection monitoring tools for Sr. Protection Officer
Oversee and help plan monthly (or more frequent) protection visits to observe and provide support to each field office in Jordan. Discuss priority protection-related issues and responses with Sr. Protection Officer, management.
Provide ongoing remote assistance to management sharing policy updates, getting/sharing updates regarding on-the-ground protection challenges reported by staff, Syrians and other vulnerable individuals. Providing updates regarding UNHCR and GoJ policies that (may) impact the protection of vulnerable individuals.
Develop, identify, refine and disseminate tools (in Arabic and English) to field and central office teams including protection-based standard operating procedures (SOPs) for referral services, information assistance, cash for protection cases, case management approaches to supporting limited legal documentation cases, etc.
Build the capacity of human resources staff to conduct staff self-care trainings/activities.
Build the capacity of a National senior protection manager in order to nationalise the position at the end of the contracted period
Build a department of natioal staff able to pro-actively represent DRC overall goals when it comes to protection in Jordan
Build the capacity of the National Sr. Protection Officer to conduct diversity, home visit, protection mainstreaming and other protection-related trainings.
Build the capacity of the Senior Coordination and Referral Manager to conduct referral and information assistance trainings.
Lead in ongoing strengthening of protection mainstreaming in all phases of DRC s projects.
Develop protection sector strategy that takes into consideration the evolving nature of the Syrian conflict and humanitarian space in Jordan, especially as they impact vulnerable individuals in Jordan.
Share ideas for potential interventions given existing/changing protection-related needs and risks.
Provide technical protection inpouts during project design and proposal development, advocating for budgets that reflect the resources needed to support quality interventions.
Provide protection-related inputs on reports, as requested.
Lead in the analysis of protection-related information for sharing with donors, UNHCR and other key actors.
Provide gap-filling assistance, as requested.
About you
To be successful in this role you must have:
University degree in law (MM/MS) human rights or related field, Advanced university degree in law, human rights, international relations or related field would be preferred.
Fluency or proficiency in Arabic language would be preferred.
Demonstrated aptitude in project design, management and implementation
Flexibility to work in a diverse multicultural team
Proven ability to live and work in an unstable, insecure environment.
Must be fluent to communicate English language.
3-5 years work experience in protection or rule of law related projects in humanitarian contexts, including provision of technical advice to the field teams.

Scope of Work:
The Program Manager is responsible for the management and supervision of Projects in LWF Jordan in coordination with the Country Representative. The Program Manager is a member of the LWF Jordan Senior Management Team and as such is responsible for ensuring that the Country Representative is provided with timely and professional advice on all program-related matters, contributing to the strategic direction of project and project areas.

Specific ResponsibilitiesStrategy and PlanningAssist the Country Representative in strategic planning processes in accordance with LWFs approach.Assist the Country Representative in communicating LWFs mission, purpose, strategic goals and programme objectives amongst all programme staff to create mutual understanding and ownership.Contribute towards ongoing surveillance of emerging Under the overall guidance of the Chief, Communications and Advocacy and the direct supervision of the Senior Communications and Media Specialist, and in collaboration with Division colleagues, the Media Consultant is responsible for supporting all media engagements undertaken by the organization, in particular developing and implementing media relations strategies and managing media/press coverage for UN Women for French speaking countries. As a key member of the Media Unit and as UN Women's HQ media relations focal point for French-speaking media, the incumbent builds effective relationships with the media to promote and manage its coverage of UN Women and its strategic areas.
The Media Specialist collaborates with and supports the Senior Communications and Media Specialist and the Communications and Advocacy Section to ensure media strategies and outreach efforts are aligned with corporate communications strategies and initiatives, including support to global advocacy campaigns, important international conferences and events and for the launch of UN Women flagship publications. As part of an integrated Libya-Tunisia programme, the Danish Demining Group (DDG) has worked in Libya since August 2011 together with its parent organization Danish Refugee Council. DDG works to recreate a safe environment conflict-affected populations can live without the threat of mines, Explosive remnants of war, and armed violence. In areas that have witnessed fighting since 2011, there are large amounts of contamination from explosives that still pose a dire threat to the local population and returning IDPs, in addition to obstructing the recovery process.
With funding from Europe Aid, the UK Foreign and Commonwealth Office, and the UN Mine Action Service DDG works in Sabha and other in locations in Southern Libya on Mine Risk Education, survey, clearance, and Armed Violence Reduction/Community Safety activities. In the Western Region, DDG has established an institutional partnership with a local demining organisation, Free Fields Foundation (3F), to conduct ERW Risk Education and clearance.
DDG is registered and accredited under the umbrella of the Libyan Mine Action Center, a governmental organization mandated by the Ministry of Defence to coordinate Humanitarian Mine action nationally. DDG continues to coordinate with Municipal authorities and Community Based Organizations in the regions we work.
DDG is recruiting an experienced researcher to provide an updated conflict analysis that is able to go beyond an explanation of the political and social fault lines of the current conflict to focus on the International Community and National and Local level dynamics and processes, including the UN sponsored dialogue and support plans, in order to identify future entry points for the organization that will allow it to contribute effectively, and in a conflict sensitive manner, to the building of effective and responsive security institutions.
Main tasks and Responsibilities
Study the national political dialogue process, both results and consequences, paying close attention to plans and reform efforts. In the event of a government of national accord (GNA) taking office during this period, closely monitor the security track and engage with different stakeholders involved. If the GNA is not agreed to during this period, stay up to date with reconciliation efforts, both sponsored by the UN and those led by Libyan actors. Conduct a stakeholder analysis of security actors Coordinate and communicate with other International actors engaged in Libya, and other DDG country programs. Identify entry points for possible DDG programs and regions/cities/institutions with positive potential for piloting new initiatives linked to Security Sector Reform (SSR), Disarmament, Demobilization, and Reintegration (DDR), mine action, or arms control measures, based on organizational capacity and the Libyan context, and potentials roles of local and national stakeholders and authorities
Deliverables
By Jan 10, 2016, present updated research methodology to the AVR Project Manager.
By March 15, 2016, submit and present final draft report, to be revised by March 31 based on discussions with DDG Libya team management. Report in English

Considerable research experience

LEAD programme coordinator
SPARK as consortium leader, together with its partners Shaqodoon (Somalia), TAMSS (Tunisia) and IACE (Tunisia), has been selected by the Dutch Ministry of Foreign Affairs (NLMFA) to implement a programme on Local Employment in Africa for Development (LEAD). The SPARK/Shaqodoon/IACE/TAMSS proposal focuses on improving the social-economic position of youth in Libya, Somalia and Tunisia, with a heavy focus on youth job creation through entrepreneurship development and SME growth.
Implementation of the programme will start on 1 January 2016. We are looking for a programme coordinator to coordinate the programme in collaboration with SPARK s Board of Directors.
Main Tasks and Responsibilities:
Ensure smooth management and implementation of the LEAD programme;
Work closely with all members of the consortium on the start-up of the programme and implementation of the activities;
Enhance local implementation structures in the three countries;
Supervise financial and administrative management of the programme;
Establish and maintain effective relations with local and international stakeholders;
Provide organizational and logistical support for other missions and ongoing activities in the region;
Develop new initiatives building on the LEAD programme;
Other tasks as required.
Requirements and Skills:
Experience in the implementation of projects relating to private sector development, SME Growth promotion, employment generation, youth and women entrepreneurship development, gender equality;
A minimum of 5-10 years relevant experience as a programme/project coordinator or manager;
Strong knowledge of the political and economic situation in Libya, Somalia, Tunisia in particular and the MENA region in general;
