CALL FOR EXPRESSION OF INTEREST
Under article 4.2, paragraphs (d) and (e) of the Staff Regulations, the filling of vacancies in grades D1 and D2, as well as in grade P5 for all Director positions in field offices, are made by direct selection by the Director-General.In order to fill the following vacancy by direct selection:- Director, DWT/CO CAIRO (D1)The following are eligible to apply:- ILO Internal candidates in accordance with paragraphs 15 and 16 of Annex I of the Staff Regulations.- Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.The ILO values diversity among its staff and aims at achieving gender parity. INTRODUCTION
The International Labour Organization (ILO) is the UN agency that brings together governments, employers and workers of its member states in common action to promote decent work throughout the world. The ILO is devoted to advancing opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue in handling work-related issues. The ILO has played a central role in responding to the current global economic and jobs crisis and is involved in major multilateral initiatives to confront the crisis and its impact in the world of work.
The position is located in the ILO Decent Work Technical Support Team (DWT) for North Africa and ILO Country Office for Egypt, Eritrea, Sudan and South Sudan (DWT/CO-Cairo). DWT/CO-Cairo provides high-quality, timely and integrated technical support to North African countries in the design and implementation of Decent Work Country Programmes within the framework of outcome-based work plans. The position will have the role of Director of the DWT and of the CO, assuming the leadership and ensuring the adoption of an integrated approach to the promotion of the four strategic objectives of the ILO. The position will conceptualize, direct and manage the implementation of the work programme, providing technical and policy advice, information and analysis to constituents on the promotion of the ILO's Decent Work Agenda. The position reports to the ILO Regional Director for Africa.
Description of Duties
  1. Ensure that Technical Specialists and other staff in the DWT/CO optimize the use of resources for the achievements of results and that they are held accountable for their performance.
  2. Facilitate the provision of technical support and policy advice to national counterparts in response to the needs of ILO constituents in the design and implementation of DWCPs which can lead to visible and measurable results. Ensure consistency of outcomes with the Strategic Policy Framework and approved programme and budgets and alignment with UNDAFs.
  3. Recommend policy, programme initiatives, and strategies in the related areas, guide the implementation, substantive backstopping and monitoring of technical cooperation projects.
  4. Provide high-quality technical contributions to policy debates in the countries covered by the DWT/CO to promote the implementation of the Decent Work Agenda and its mainstreaming into UNDAFs and other development frameworks.
  5. Supervise the organization, preparation and finalization, including quality control, of any publications of technical nature, including reports, policy briefs and position papers.
  6. Coordinate appropriate ILO representation at meetings, seminars and conferences relevant to the work of the DWT/CO.
  7. Ensure the effective management and efficient use of financial, human and other resources allocated to the DWT/CO in keeping with ILO regulations, rules, policies and procedures, notably the performance appraisal system.
  8. Manage country activities so that visible measurable results are achieved within the framework of Decent Work Country Programmes, consistent with the Strategic Policy Framework and approved programme and budget and aligned with the respective UNDAFs, with support, as necessary, from the DWTs and technical units at headquarters
  9. In coordination with the Regional Office for Africa mobilize and distribute resources to meet countries priorities; direct and facilitate programme implementation in keeping with stated outcomes, indicators, targets and quality standards.
  10. Monitor and report, in particular to the Regional Office for Africa, on programme implementation and resource use against stated outcomes, indicators, targets and quality standards and cooperate in the completion of mandated evaluations.
  11. Build and maintain strong relations with ILO tripartite constituents to assess and respond to their needs, while promoting ILO principles, policies and objectives.
  12. Assume primary responsibility for the delivery of technical cooperation in the countries and territories covered including the supervision of technical cooperation project staff and ensure the provision of adequate administrative backstopping.
  13. Serve as an integral part of the United Nations Country Team(s) under the leadership of the United Nations Resident Coordinator(s), building and maintaining strategic partnerships with the United Nations and multilateral system to promote and facilitate the mainstreaming of the Decent Work Agenda into UNDAFs or other development frameworks in the countries and territories covered.
  14. Coordinate the day-to-day response to the safety and security of ILO staff under their supervision, including technical cooperation staff, and work with the UN Security Management Team at the respective duty stations to ensure that all staff participate in security training exercises, and comply with applicable security policies and instructions.
  15. Foster and facilitate teamwork between staff of the various technical cooperation programmes and projects in the countries and territories served and between them and the other staff of the DWTs to create linkages and synergies between technical cooperation and regular budget activities.
  16. Perform other duties as may be assigned by the Regional Director.
DESIRABLE PROFILE
The set of qualifications below is indicative of the type of experience, education, language skills and competencies expected for this position.
EDUCATION
Advanced university degree in law, economics, political or social science or other relevant area
EXPERIENCE
At least ten years of professional experience at the international level (combining both headquarters and field experience) in the formulation, management and implementation of development programmes, as well as with labour and social policies. Proven experience in a managerial function including direct supervisory responsibilities over a large team. Acquaintance with the United Nations System will be considered as an advantage.
LANGUAGES
Excellent command of English. Knowledge of Arabic and/or French would be an advantage.
COMPETENCIES
In addition to the ILO core competencies at managerial level, the successful candidate should be able to demonstrate the following competencies:Knowledge of the countries covered by the DWT and UN system and its specialized agencies. Sound knowledge of the broad range of technical subject areas dealt with by the Organization. Good knowledge of the Organization's policies, programmes and procedures and of the Organization's administrative and financial procedures, practices and rules. Excellent communication and negotiation skills and ability to represent the Organization and deliver messages effectively to a broad range of audiences. Ability to promote ILO's mission and programmes successfully. Ability to develop effective relationships with colleagues and team members and to foster an environment for collaboration and cooperation among teams. Ability to guide and motivate staff towards meeting challenges and achieving objectives, Ability to plan, mobilize and manage resources effectively. Ability to build and enhance internal and external partnerships and to promote synergies. Demonstrated and recognized diplomatic, technical, management and administrative leadership skills in carrying out the objectives and policies of the Organization. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
