· A current staff member
who holds a fixed-term, permanent or continuing appointment may apply for
temporary positions no more than one level above his or her current grade.
However, a current staff member who holds an appointment at the G-6 or G-7
level may also apply to temporary positions in the Professional category up to
and including the P-3 level, subject to meeting all eligibility and other requirements
for the position. A staff member holding a temporary appointment shall be
regarded as an external candidate when applying for other positions, and may
apply for other temporary positions at any level, subject to section 5.7 below
and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary
appointment in the General Service or related categories may only apply to
positions within those categories. For full information on eligibility
requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary
Appointments. In its resolution 66/234, the General Assembly further 'stressed
that the Secretary-General should not recur to the practice of temporarily
filling posts in the Professional and higher categories with General Service
staff members who have not passed the General Service to Professional category
examination other than on an exceptional basis, and requests the
Secretary-General to ensure that temporary occupation of such posts by the
General Service staff shall not exceed a period of one year, effective 1
January 2013…' Consequently, eligible candidates in the General Service or
related categories for temporary job openings in the Professional category that
have not passed the competitive examination may be selected only on an
exceptional basis endorsed by the Office of Human Resources Management where no
other suitable candidate could be identified.
· Upon separation from
service, including, but not limited to, expiration or termination of, or
resignation from, a fixed-term, continuing or permanent appointment, a former
staff member will be ineligible for re-employment on the basis of a temporary
appointment for a period of 31 days following the separation. In the case of
separation from service on retirement, a former staff member will be ineligible
for re-employment for a period of three months following the separation. This
equally applies, mutatis mutandis, with respect to a former or current staff
member who has held or holds an appointment in another entity applying the United
Nations Staff Regulations and Rules and who applies for a temporary position
with the Secretariat.
· Subject to the funding
source of the position, this temporary job opening may be limited to candidates
based at the duty station.
· While this temporary
assignment may provide the successful applicant with an opportunity to gain new
work experience, the selection for this position is for a limited period and
has no bearing on the future incumbency of the post. An external candidate
selected for this position is bound by the prevailing condition of the staff
selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A
staff member holding a temporary appointment who is recruited in the
Professional and above categories on a temporary appointment, and placed on a
position authorized for one year or longer may not apply for or be reappointed
to his/her current position within six months of the end of his/her current
service. This provision does not apply to staff members holding temporary
appointments and placed on positions authorized for one year or more in duty
stations authorized for peacekeeping operations or special political missions.
· The expression
'Internal candidates', shall mean staff members who have been recruited after a
competitive examination under staff rule 4.16 or after the advice of a central
review body under staff rule 4.15.

Organizational Setting
and Reporting
This
position is located in the Air Transport Section (ATS), Logistics Support
Division (LSD), Department of Field Support (DFS). The Air Transport Section
provides strategic oversight of the DFS aviation programme. It provides the
road map for planning, organizing, training and equipping the UN Peacekeeping
Missions with aviation assets, personnel and aviation services along with
criteria for assessing and evaluating the overall DFS aviation programme.The
incumbent reports to the Chief, Air Transport Section.
Responsibilities
Within
delegated authority, the Aviation Quality Officer will be responsible for the
following duties: Provide assistance in formulating and promulgating aviation
quality assurance and standardization procedures and policies of the Organization:-Assist
in ensuring that the DFS/DPKO aviation regulatory regime, International Civil
Aviation Organization (ICAO) civil aviation Standards and Recommended Practices
(SARPs), common UN Aviation Standards (AVSTADS) are enforced.-Based upon quality
inspections, audits, corrective actions and follows-up, monitor and ensure that
defined policy, operational, maintenance standards are continuously complied
with.-Support the management of the air carrier registration process to ensure
air operators' compliance with DFS/DPKO aviation requirements for aircraft
airworthiness, aircrew qualifications, training, maintenance and safety
programmes.-Maintain and develop aircraft fleet, air carriers database as a set
of aircraft performance summary tables, reports and other statistical
compilations.-Assist in ensuring maintenance of international civil aviation
standards and DFS/DPKO aviation requirements through periodic inspections and
assessments of UN flight vendors, field missions and TCC aviation units.-Provide
summaries of inspections and assessments of current and new air carrier
registration to Air Transport Section, the Procurement Services, the Air Safety
Section, Movement Control Section and Logistics specialists.-Assist in the
preparation of Aviation Trend Analysis, identify and analyse both positive and
negative trends and monitor implementation of the corresponding
response.-Assist in providing DFS/DPKO aviation lessons learned from incidents,
occurrences and accidents to all missions in order to enhance aviation
operations by prevention of similar situations.Provide advice to the Section's
senior management through the analysis of reports on the utilization of air
transport assets by field missions on their cost effectiveness and operational
efficiency.-Review and conduct follow up status for corrective action resulting
from BOA, UN BOIs, accident investigations, aircraft and aircrew performance
reports, audit reports, incidents, occurrences and industry and manufacturers
changes.-Standardize the DFS/DPKO air transport operations in accordance with
the international civil aviation standards, best practices in the industry and
in line with the DFS/DPKO Aviation Quality Assurance Programme.Conduct quality
inspection visits to ascertain compliance with the DFS/DPKO peacekeeping
aviation programmes set forth in the Aviation Manual.-Conduct Preventive and
Surveillance Programme and monitor air transport operations based upon quality
inspections, internal and external aviation audits, safety indicator programme,
initial aircraft and aircrew inspections, quarterly and end-of-contract
performance reports to determine the operational and technical capability of
the contractor to conduct the proposed operations according to the terms of the
UN contractual agreement.-Endeavour to guide the operator in specific
organizational and procedural matters related to the field mission and area of
operations that may have an impact on required flight services in field
missions.-Revise guidelines and procedures in the UN Air Operations
Manual.-Maintain and update the Section's documentation systems, the library of
air carriers' manuals, commercial air carrier and TCC aircraft
databases.Provide support in the development of procedures for assessing air
operators and aircraft requirements.-Identify trends, disseminate lessons
learned to missions quarterly or prior as required.-Conduct market research to
be current with the latest technological developments regarding both civilian
and military aircraft.-Assist in developing standard procedures and guidelines
for air operators and aircraft technical evaluation.Remain current with the
policies and procedures of the aviation regulatory bodies.-Apprise the Chief
Air Transport Section, or his/her designated officer, of changes in ICAO SARPs,
Member States Civil Aviation regulations and standards, and relevant aviation
industry development pertaining to the Peacekeeping aviation programme.-Apprise
inter-agency co-operation agreements with the field of aviation such as AVSTADS
to ensure common UN aviation standards and inter-operability of air assets
between the Department of Field Support and the World Food Programme.Support
the AQAS Unit in meeting constantly evolving role to ATS and perform other
functions in meeting the Unit's work objectives as may be required.

Education
Advanced
university degree (Master's degree or equivalent) in Aviation Management, Air
Transportation, Aviation Safety Management, Aviation Quality Management, or
other related field. A first-level university degree in combination with two
additional years of qualifying experience may be accepted in lieu of the
advanced university degree. Commercial Pilot License (CPL), Air Traffic Control
License (ATC), Flight Operations Officer License or Aeronautical Engineer,
Maintenance Engineer License, or the equivalent license from the military air
transport establishment, is desirable. Certification in Aviation Quality Audit
as Aviation Safety Inspector for Airworthiness and Operations, or equivalent,
is desirable.
Work
Experience
A
minimum of five (5) years of progressively responsible experience in aviation
operations, including three (3) years of experience in aviation quality
assurance, or related area is required. Experience in the development and
implementation of rules, regulations or other guidance materials for aviation
related operations is required. Experience with master surveillance plans and procedures
in the areas of aviation operations is required. Experience in aviation
operations in the field environment is desirable.
Languages
English
and French are the working languages of the United Nations Secretariat. For the
post advertised, fluency in English is required. Knowledge of another official
United Nations language is desirable.
