Background
One of the outcomes of the approved GOI-UNDP Country Programme Action Plan (2013-2017) is on Sustainable Development. The project on 'Strengthening Institutional and Community Resilience to Disasters and Climate Change' has been formulated under this framework. This project aims to strengthen capacities of government, communities and institutions for disaster risk reduction including risks being enhanced due to climate change, and develop preparedness for recovery. The project is being implemented in ten multi-hazard prone states, The main components of the project are: (1) Mainstreaming DRR and CCA in Development Planning; (2) Urban Risk Reduction; (3) Technical Assistance and Capacity Building; (4) Support for Knowledge Management; and (5) Enhancing resilience of vulnerable communities to cope with disasters and climate variability by implementing scalable demonstrative pilot initiatives.
As per the Country Programme Action Plan (2013-17) Plan, UNDP will provide demand-based DSS, including procurement support services, with requisite professional skills, personnel and technical resources to help the Government improve the administrative efficiency and effectiveness of its programmes and schemes, both at the national and state level. Accordingly, many state governments have been approaching UNDP to provide demand-based development support to strengthen Disaster Risk Reduction (DRR) capacities and enhance resilience of communities.
As part of UNDP's commitment to the Government of India towards building a resilient nation, UNDP has been extending international and national expertise to state governments of Andhra Pradesh, Himachal Pradesh, Jharkhand, and Maharashtra, in the areas of Capacity Building, Human Resources, Preparing Hazard Risk and Vulnerability Assessment (HRVA) and Strengthening Early Warning System (EWS).
Solution Exchange is a unique initiative of the United Nations in India, which builds communities of development practitioners working in a common area of interest and passion. In these communities, people working in development learn about each other's successes or otherwise in an atmosphere of trust and collaboration, thereby saving time and resources by not reinventing the development wheel. The communities functioning now comprise of a wide variety of practitioners, such as NGOs' staff and activists, staff of multilateral and bilateral agencies, Government officials, scientists, donors, and the private sector. Discussions are informed from these multiple perspectives and result in improved effectiveness of development interventions in field as well as policy.

Methods for knowledge sharing include email based discussions on specific queries, documents, and issues. Occasional face to face meetings are also done, as are collaborative projects by members called 'Action Groups'.
The Disaster Management Community was launched in 2007 jointly by the National Disaster Management Authority and UNDP with about 500 members. Since then the COP has grown with more than 3000 members now. The discussions and activities of the community have been centered on the following themes:
· Hazards- Natural & Human
· Post Disaster- Relief, Response, Reconstruction/ Recovery
· Pre- Disaster- Preparedness, Prevention, Mitigation
· Techniques and Tools- Formats, Construction techniques and designs, retrofitting techniques SOPs
· Institutional and Policy Issues- Governance, Coordination, mainstreaming DRR
· Concerns of Vulnerable Groups
UNDP is looking for a highly motivated and competent individual, committed to working on knowledge management and disaster risk management related issues. S/he will undertake the task of the Moderator of solution exchange COP on Disaster Management as well as coordinate the knowledge management activities of the project. S/he will work under the supervision of the Emergency Analyst (also the Resource Person for the Community) and/or the Head of the Disaster Management Unit, UNDP. S/he will be responsible for managing and motivating the members of the Disaster Management Community as well as other practitioners to focus on emerging issues related to Disaster Management in Inia. The project states would require technical support from the selected person to establish knowledge management and sharing platforms in the states.
Duties and Responsibilities The Moderator cum Coordinator (KM) is expected to carry out the following tasks:
· Facilitates knowledge sharing among members. Enables and encourages practitioners to raise problems and share experiences. Moderates messages; facilitates electronic discussions. Ensures the quality of material posted on the Disaster Management Community mail groups and websites (Consolidated Replies, e-discussion summaries, Updates, Newsletters etc.).
· Conducts research, mainly through web and document searches for knowledge and information needed to enhance the depth of various knowledge Products especially Consolidated Replies of the internet based discussions
· Promotes collaboration amongst members. Facilitates collaborative efforts amongst members and manages collaborations with other India based networks on Disaster Management issues.
· Anchors membership growth and strengthening of the Disaster Management 'Community of Practice'.
· Represents UNDP disaster management portfolio in events organised by disaster management practitioners.
· Provide inputs to managers for quality policy advice services to the Government and facilitation of knowledge building and management
· Prepare substantive inputs to UNDP Programme/project formulation and other documents on issues related to knowledge management.
· Identify opportunities for cost sharing and provides support in the formulation and implementation of project activities and annual work plan for resilience projects.
· Supports the implementation and coordination of various activities being undertaken for disaster risk reduction at the national, state and district levels.
· Assists in preparation of reports and documentation of project activities.
· Supports in the monitoring and evaluation of project activities at various levels
· Help in drafting technical notes, letters, reports and other materials as required with respect to implementation of KM component of the project.
· Assist UNDP DM portfolio in interfacing with other vendors and responsible parties in connection with implementation of the programme activities as may be suggested by UNDP and flag deviations from the approved time schedules and delivery of outputs.
· Organize and participate in technical and monitoring consultations as per UNDP requirements
· Any other tasks assigned by the emergency analyst

Required Skills and Experience Education:
· Master's Degree or equivalent in Development Studies, Rural Development, Business Administration, Public Administration, Human Rights, Economics, Political Sciences, Social Sciences and/or Disaster Management related field.
Experience:
· 7-9 years of relevant post Master's experience at the national or international level in providing management advisory services, design, monitoring and evaluation of development projects in the field of knowledge management is preferable (minimum of 5 years relevant experience). Experience in effective use of information technology tools is important. Experience in the usage of computers and office software packages, experience in handling of web based management systems required.
Language:
· Fluency in English & Hindi is required.
