 Public Sector Management Lead/Principal Specialist (Coordinator of the Public Management Cluster)
Institutional Capacity of the State Division (IFD/ICS)
           
The IDB, main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean, is currently looking for a Lead/Principal Public Sector Management Specialist for its Institutional Capacity of the State Division (ICS) based in Washington DC, United States
             
Background:
  
A critical challenge of Latina America and the Caribbean is strengthening the capacity of the state to deliver better services and implement public policies in an effective, efficient and transparent manner. Within the Bank, the Institutional Capacity of the State (ICS) Division is the sector division within the Vice-Presidency for Sectors and Knowledge (VPS) responsible for driving this agenda. It seeks a Principal - Lead Public Sector Management Specialist to join its team of public sector governance specialists and coordinate its Public Management Cluster.
     
The mandate of ICS is to strengthen core government institutions and public management systems to deliver better services to citizens by closing the gap between the policies enacted and their effective implementation. ICS assists client countries in reinforcing the institutional capacity of the state and improving its delivery capacity at the national and sub-national levels. It is responsible for defining the strategic directions, developing deliver innovative solutions, deploying sector expertise regionally, and leveraging policy-relevant knowledge effectively.
      
ICS is structured in 3 thematic clusters focusing on (i) public management; (ii) digital government and (iii) citizen security.
Public Management, focusing on: (i) government capability – including core government functions, institutional development, organizational re-engineering, strategic management, center of government, civil service reform, management for results, country systems, public investment, state-owned enterprises; and (ii) government transparency – anticorruption, open government, access to information; integrity systems and oversight institutions; financial transparency and anti-money laundering; and parliamentary strengthening.
Digital Government, focusing on: (i) government innovation - regulatory reform, administrative simplification, integrated digital solutions, public registries, identity management, big data analytics ; and (ii) data-driven government - government statistics, administrative registries, data analytics, crime statistics; and
Citizen Security focusing on: (v) safety, security and justice - management of crime prevention and public security policies; governance of security sector; improved data quality and information management; social and situational crime prevention; police reform; criminal justice reform; rehabilitation and reinsertion.
The Division provides a range of services, from policy advise, knowledge products, technical assistance and financial support. It undertakes sector policy dialogue, develops sector strategies, and implements country programs through a mix of investment projects, policy-based loans and technical assistance grants. It also develops knowledge products, provides advisory services, develops regional initiatives, fosters strategic partnerships and oversees catalytic grant facilities. ICS has a staff component of 50 professionals, in the field and in headquarters, overseeing a portfolio of approximately 60 loans and 140 grants in the region. An important part of its responsibilities is to advice on the crosscutting aspects of institutional development and governance challenges in critical sectors, such as extractive industries.    

Key Responsabilities:
         
The Cluster Coordinator reports directly to the Division Chief and is responsible for the management and coordination of the team of Public Sector Management specialists in HQ. As a member of the Division’s Management Team, he/she contributes to the delivery of the Division’s business plan to meet the Division’s goals. His/her main responsibilities include:
Develop and deepen a sector agenda with high relevance and traction; take a lead role in setting, shaping and driving the sector’s strategic, operational and knowledge agenda in the region; Manage, motivate, and supervise HQ-based Cluster’s specialists promoting a collaborative work environment to maximize performance and team-spirit;
Coordinate the strategic engagement and positioning of the Cluster within the Bank and contribute to Bank policies and strategies in the sector; develop and oversee regional thematic agendas, innovative approaches and special initiatives for addressing public management challenges at national and subnational levels;
Coordinate the strategic policy dialogue with countries in the sector, and identify entry points for support; undertake high-level policy dialogue with government authorities at a ministerial level on reforms, policies and practices to enhance public sector management and government innovation, working with a network of sector specialists in field offices;
Lead, participate or oversee the identification, preparation and supervision of loan operations, technical assistance projects and advisory services; provide technical assistance to field-based specialists in their strategic dialogue with government authorities; and coordinate the sector’s policy dialogue with the regional departments and country teams to address public management challenges in country assistance strategies;
Coordinate strategies to generate pipeline and guide the work of Cluster specialists in identifying opportunities to move forward the Cluster’s thematic agenda; monitor developments in the operational program and key performance targets, and ensure the delivery of high-quality and on-time services;
Oversee the processing of loan operations and technical cooperation projects prepared by the Cluster specialists, from their origination to their approval, and ensure quality control of the cluster’s products, including clearance of policy and operational documents;
Coordinate, lead and undertake cutting-edge policy-oriented research to inform policy dialogue with client countries, ensuring high-standard quality;
Foster regional and international coordination, strengthen strategic partnerships with other development partners, and facilitate access to international experiences to clients in the region.
Qualifications

Education: Master Degree (or equivalent)  in Economics, Public Policy, Public Administration, Political Economy, Political Science, Development Economics, or other relevant fields (Ph.D. preferred).
          
Experience: 10+ years of work experience relevant to the duties and accountabilities of the position. Strong commitment to development and thirst for innovation to help governments deliver better services to citizens. Robust knowledge of the region’s public sector management challenges and drivers of innovation in government are required. Professional stature and personal gravitas to lead technically strong teams, ability to motivate teams and capacity to manage agendas.
    
Professional profile that is recognized as a leader and authority among peers in his/her specific discipline, with demonstrated ability to engage in policy dialogue with high level officials at the ministerial level. Policy experience in a government ministry in the region, such as ministry of the presidency, finance, management, planning or similar at a senior level is a definite advantage. The candidate should combine intellectual leadership with a strong operational experience, with a track record of successfully implementing public sector management reforms in his/her country would be a definite advantage.
Proven experience in similar positions in an international institution, preferably working on Latin America or the Caribbean, including broad experience in coordinating multidisciplinary teams, develop complex projects (investment and policy-based), operate in a matrix structure environment, and communicate effectively with policy-makers and government authorities. Demonstrated experience in leading, designing and implementing policy-based and capacity-building projects in the region in the areas of state reform and public management. Knowledge of multilateral development institution’s lending instruments, programming procedures, and operating systems, including portfolio management is desirable.

Languages: Proficiency in at least two of the Bank’s official languages (one being English or Spanish) and preferably working knowledge of a third. Good knowledge of Portuguese is a plus.
   
Technical competencies:
Technical Sector Dialogue: Engages in policy dialogue based on solid knowledge of the sector, development challenges of client countries, and IDB policies, strategies and guidelines.
Sector Development: Takes actions to promote sector priorities based on country and regional needs and key IDB priorities.
Economic and Sector Work: Develops and applies economic and/or sector analytic work to support the preparation of country, sector and regional strategies and country dialogue, loan operations and technical assistance programs.
Project Analysis and Design: Conceptualizes, prepares and participates in the approval of projects and programs (loans and technical cooperation), in coordination with other team members and the respective authorities.
Change Management: Formulates and implements integrated change proposals to contribute to sector modernization and transformation in borrowing countries.
Project Supervision: Effectively supports the execution of projects and programs to maximize their results.
Monitoring and Evaluation: Designs and implements effective monitoring and evaluation methodologies for projects and programs.
Knowledge Management and Dissemination: Effectively shares and disseminates economic/sector knowledge and learning experience to enhance the relevance of the IDB to borrowing countries and the region.
