Project Accountant (full time)

Title: Project Accountant

Name of Project: Improving Energy Efficiency for Lighting & Building Appliances

Project duration: From 2011 – 2017

Place of work: 1 Maher Abaza St. Behind El Sekka Club – Nasr City - Egypt
Contract Duration: Full-time, 1 year, renewable till end of project

Contract Type: Individual Contract

Background:

GEF/UNDP Project entitled “Improving Energy Efficiency for Lighting & Appliances Project”, is a national executed project which is implemented by the Ministry of Electricity and Renewable Energy, its objective is to facilitate a comprehensive market transformation of the Egyptian market towards the use of more energy efficient electrical appliances at a level where cost efficiency is proven. The project is in need for an accountant to perform the following duties: General functions: The Project Accountant is responsible for maintaining the budget, recording and reflecting fully, accurately, clearly and in a timely manner the funds that are allocated and the disbursements made to support project implementation, in accordance with the approved documents and the liquidation of expenditures on an annual and quarterly basis as well as upon project termination. The Project Accountant will ensure the use of standard financial and accounting procedures in line with the NIM (UNDP regulation) as well as the government regulations. Specific responsibilities

Planning and budgeting: 

 Participate in preparation of annual work plan and budget estimates for all project activities,

 prepare advance requests for UNDP funding in the applicable format;

 Prepare periodic and ad hoc financial reports required by GI and other relevant agencies in UNDP applicable format.

 Participate in quarterly work planning and progress reporting meetings with the Project Manager;

 Assist the Project Manager and NPD in project budget monitoring and revision;

 Prepare project budget revisions when required and periodically

 Review, arrange payment and record all the project expenditure’s vouchers in accordance with financial regulations of UNDP and the Government;

 File all financial documents and prepare necessary conditions to work with audit agencies or financial inspection agencies as required;

 Contact hotels and provide an evaluation table to select the best price hotel for conducting a workshop/seminar/training and manage the invoices received from the hotel to settle his payment.

 Prepare direct payments and all supporting documents to be delivered to UNDP for issuing checks and monitor their issuing and make sure delivered to beneficiaries

Accounting/Reporting: 

 Establish a robust project accounting system, including reporting and filling systems, in accordance with the project document and the NIM procedures;

 Maintain petty cash transactions, including writing receipts, preparing payment request forms, disbursement of cash and clearance of advances;

 Manage banking transactions related to the project, including preparing bank transfer requests, submitting them to the bank, monitoring transfers and preparing monthly bank reconciliation statements and reporting;

  Reconcile all balance sheet accounts and maintain records on file;

 Prepare project financial reports for agreement by the Project Manager, and clearance by NPD as required; Control:

 Monitor and ensure expenditure of project funding is made in accordance with NIM procedures and approved by the NPD, as appropriate;

 Check budget lines to ensure that all transactions are correctly booked to the correct budget lines;

 Ensure documentation relating to payments are duly approved by the National Programme Director;

 Report any actual or potential financial issues to the Project Manager;

 Monitor expenditure of petty cash and ensure records on file are up-to-date;

 Continuously improve systems & procedures to enhance internal controls to satisfy audit requirements;

 Maintain an inventory file to support purchases of all equipment/assets;

 Undertake other relevant matters assigned by the Project Chief Accountant, the Project Manager and NPD.

Qualifications: 

 Bachelor degree in either accounting, finance or economics.

 At least 5 years of experience in financial and accounting work, solid experience budgeting, planning and reporting on international funded projects.

 Working experience with UN-funded project is an asset.

 Good knowledge of administrative and accounting regulation and procedures of the GoV;

 Good computer skills in common word processing (MS Word), spreadsheet (MS Excel), and accounting software.

 Working English language skills in both writing and speaking.

 Preferable Living near World Trade Center (UNDP – Office)

 Preferable owning a car and valid license drive
