For more than 30 years, M decins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.MDM France has been working in Palestine since 1995. The general goal is to improve the physical and mental health of the Palestinian populations in the West Bank and the Gaza Strip through developing local health professionals abilities in specialised fields.
TASKS AND RESPONSIBILITIES:
The Gaza Field Coordinator is member of the Country Coordination Team with the General Coordinator, Administrative & Logistics Coordinator, Field Coordinator Nablus, Field Coordinator Gaza, Advocacy Coordinator and Medical coordinator (specialised in Mental Health).
As the field coordinator, you main responsibility is to ensure the General management of Gaza base, including programme, HR, and security management according to MdM procedures, policies and strategy, as well as to represent MdM at Gaza level.
More specifically, you will be in charge of
1/Program coordination
Coordinate and undertake the assessments and the analysis of the general context, problems and needs in the Gaza Strip (medical, political, protection, ) according to MdM strategyDesign the projects according to the assessments results and MdM priorities and strategy, with the collaboration of the program manager,Participate in the definition of operational plans for the project together with the program manager and supports operational teams as neededEnsure the proper implementation of the project activities, ensuring the quality, and respecting MdM principles and ethics.Monitor and evaluate the implementation of the projects in order to modify and adapt the activities when needed
2/ Team management
Be the general manager of the Gaza team (around 30 persons)Define the general organisation of the site and the organisation chart in terms of HR in coordination with the general coordinator and the administrative coordinator.Be responsible of the recruitment of new staff members in Nablus with the support of the administrative coordinatorParticipate and validate the evaluation of teams in different departments of Gaza Base.Identify training needs and participate in the training plan in collaboration with the admin CoordinatorEnsure briefing and follow up of teams in Gaza, including security and program briefings.
3/ Base Management
Participates in the definition of MdM strategy for GazaEnsure the respect of MdM internal rules and of MdM obligations by all the team membersContribute to the yearly budget framework and its revision and justify the budget consumption per line and anticipate any needs of budget amendments.Coordinate the donor s proposal and reports writing for Gaza baseSupervise and support the logistic and administrative departments in collaboration with the logistic Coordinator and the administrative coordinatorEnsure the respect of the Palestinian Legal Environment in collaboration with the administrator.Act as focal point for Gaza base for communication activities and ensure their implementation and act as focal point for Gaza base for advocacy.Report about Gaza Base (context, security, programmes, admin, HR, etc.) in regular base (periodic reports, SitRep, monthly reports, etc.)
4/ Representation
Ensure the interaction with other stakeholders (UN and NGOs) in GazaEnsure the regular participation of a representative of Gaza base to the most important coordination meetings in the area of intervention and at Gaza City level (Health cluster, Protection Cluster, MHPSS SWG )Represent MdM with the governorate and national authoritiesPromote the contacts with the media and give the association s official positioning to his team and to the media;Guarantor of the programmes visibility and of the speeches coherence with the association s positioning.
5/ Security
Supervise the base logistician in daily security follow-up, attendance of security briefings, analysis of security incidents, etc.In conjunction with the Gaza Base logistician and administrator, monitor and centralise information about security developments within Gaza on weekly basis.Analyse how the situation develops, liaise with other organisations on security and, with the general coordinator, determine any changes to the security plan and security levels.Be responsible for the application, compliance and regular updating of the security plan in place both by the local team as by visiting expats.Ensure visitgrs receive a proper security and context briefing and monitor the security adherence.Provide the General coordinator with weekly and monthly security-related feedback and systematically report in writing any security incident involving the MdM-F teams.In coordination with the general coordinator, support the base administrator to obtain permission for staff to leave and re-enter Gaza.CONDITIONS OF EMPLOYMENT:

SKILLS AND EXPERIENCE NEEDED:
Experience in supervision and team management
Excellent communication skills
Experience in Protection or Psychosocial project management
Field experience under hazardous safety conditions
Experience in working with local partners
Experience in security management
Ability on working on different approach programmes (protection-crisis-direct intervention/ capacity building long term approach)
Ability to classify and to manage priorities
Organisational skills, rigor
Excellent knowledge of Windows environment (Word, Excel, Outlook...)
Fluent in English (spoken, written and read)
Knowledge of French and/or Arabic is an asset
Knowledge of the occupied Palestinian territories, the Middle East and/or the Muslim world is an asset.
Knowledge or interest on advocacy issue is an asset.
Driving licence (for manual cars)
