Who are we?
DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. With the vision that no displaced person must be in want of help to find protection and durable solutions, DRC provides assistance and protection to conflict-affected in many of the major conflicts in Asia, Africa and Middle East. The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions.
Aim:
To represent and elevate DRC s work in protection at local, national, regional and global levels.
To develop a protection strategy for DRC in Jordan in coordination with the Region and incorporate protection principles and activities into DRC projects.
To provide technical leadership, oversight and support in the area of protection for DRC and partner staff.
To advise on the structure and procedures of the Code of Conduct (and broader complaints reporting and response mechanism); and to investigate reported Code of Conduct violations.
Reporting:
The Protection Coordinator reports to the Country Director and supervise the Coordination and Referral Manager and the Senior Protection Officer.
Duties and Responsibilities
Proactively engage in bi-lateral coordination with local and international NGOs as well as with international public organizations to refine, expand and strengthen DRC s referral and information assistance and partner networks.
Participate in DRC global and regional protection resource development and information sharing initiatives.
Represent DRC in UNHCR-led global, regional and national protection workshops to provide technical inputs, share good practices and contribute to protection tool development.
Organize and facilitate protection-related workshops and other inter-agency events as agreed with the Country Director and Head of Programs (ex. on legal documentation related protection challenges, referral mechanisms).
Provide protection-informed input in DRC Jordan internal coordination meetings including Senior Management Team meetings, Technical and Technical-Proram meetings.
Actively engage in the INGO Forum Advocacy Working Group and contribute to joint or harmonized advocacy efforts. Coordinate advocacy efforts/info on a regular basis with DRC Regional Migration and Protection Advisor.
Represent DRC in Protection from Sexual Exploitation and Abuse Focal Point Network.
Advise on design and operation of Code of Conduct (CoC) and broader complaints reporting and response mechanism.
Advise Registrar, Sr. Protection Officer, on the collection, documentation and sharing of complaints/reports with the DRC Complaints Review Committee.
Serve on the Complaints Review Committee.
Train staff on DRC Code of Conduct and it s link to protection principles.
Investigate reported CoC violations as requested by the Authorizing Officer. Develop investigation plan, collect evidence, conduct interviews, document findings, write report, communicate/coordinate with all relevant parties, ensure rights of each party (complainant, subject, witnesses, et. al.) are protected.
Support learning outcomes tied to complaint reporting and response system (ex. send summary reports to DRC regional and global focal points).
Provide technical guidance to field staff. Develop, collect and analyze protection monitoring tools for Sr. Protection Officer
Oversee and help plan monthly (or more frequent) protection visits to observe and provide support to each field office in Jordan. Discuss priority protection-related issues and responses with Sr. Protection Officer, management.
Provide ongoing remote assistance to management sharing policy updates, getting/sharing updates regarding on-the-ground protection challenges reported by staff, Syrians and other vulnerable individuals. Providing updates regarding UNHCR and GoJ policies that (may) impact the protection of vulnerable individuals.
Develop, identify, refine and disseminate tools (in Arabic and English) to field and central office teams including protection-based standard operating procedures (SOPs) for referral services, information assistance, cash for protection cases, case management approaches to supporting limited legal documentation cases, etc.
Build the capacity of human resources staff to conduct staff self-care trainings/activities.
Build the capacity of a National senior protection manager in order to nationalise the position at the end of the contracted period
Build a department of natioal staff able to pro-actively represent DRC overall goals when it comes to protection in Jordan
Build the capacity of the National Sr. Protection Officer to conduct diversity, home visit, protection mainstreaming and other protection-related trainings.
Build the capacity of the Senior Coordination and Referral Manager to conduct referral and information assistance trainings.
Lead in ongoing strengthening of protection mainstreaming in all phases of DRC s projects.
Develop protection sector strategy that takes into consideration the evolving nature of the Syrian conflict and humanitarian space in Jordan, especially as they impact vulnerable individuals in Jordan.
Share ideas for potential interventions given existing/changing protection-related needs and risks.
Provide technical protection inpouts during project design and proposal development, advocating for budgets that reflect the resources needed to support quality interventions.
Provide protection-related inputs on reports, as requested.
Lead in the analysis of protection-related information for sharing with donors, UNHCR and other key actors.
Provide gap-filling assistance, as requested.
About you
To be successful in this role you must have:
University degree in law (MM/MS) human rights or related field, Advanced university degree in law, human rights, international relations or related field would be preferred.
Fluency or proficiency in Arabic language would be preferred.
Demonstrated aptitude in project design, management and implementation
Flexibility to work in a diverse multicultural team
Proven ability to live and work in an unstable, insecure environment.
Must be fluent to communicate English language.
3-5 years work experience in protection or rule of law related projects in humanitarian contexts, including provision of technical advice to the field teams.
Experience working/living in insecure or politically restrictive environment.

Promote a holistic approach of protection comprising child protection, GBV, mine action and HLP, among other thematic areas covered by sub-clusters and task forces, as needed
Demonstrates knowledge of the Protection Principles
Demonstrates knowledge and understanding of gender; age and diversity; applies and promotes application of those "lenses" to humanitarian programming
Understands and engages effectively with the humanitarian architecture
Demonstrated understanding of relevant human rights and humanitarian bodies of law.
Demonstrated ability to identify vulnerable populations and advise on how to assist them in different contexts
Ability to effectively manage and build the capacity of direct reports as well as provide technical guidance to field staff
Is familiar with key protection resources
Experienced in conducting advocacy linking on-the-ground operations/realities with higher-level policies, and vice versa
Has a clear understanding of DRC projects (including different phases of project implementation) and how protection fits practically into humanitarian responses
Communicates effectively both in speaking and writing
Able to adapt to difficult and rapidly changing situations; copes well with stress and helps others cope with pressure as well)
High level of emotional intelligence including working effectively with people from all backgrounds
Demonstrated leadership in the area of protection mainstreaming and stand-alone programming
We offer
DRC will offer the successful applicant a six months contract.
Salary and conditions will be in accordance with Danish Refugee Council s Staff Salary Scale; on A11
