Background:
The Lutheran World Federation, in response to the Syrian refugee crisis, established operations in Jordan in 2012. The Lutheran World Federation is assisting refugees and vulnerable groups in Amman, Zarqa, Irbid, Mafraq and Za atari camp. The Lutheran World Federation is running Development and Emergency projects related to Education, WASH, Livelihoods, Protection, Rehabilitation and Basic Needs.
Scope of Work:
The Program Manager is responsible for the management and supervision of Projects in LWF Jordan in coordination with the Country Representative. The Program Manager is a member of the LWF Jordan Senior Management Team and as such is responsible for ensuring that the Country Representative is provided with timely and professional advice on all program-related matters, contributing to the strategic direction of project and project areas.
The Program Manager is a national position open to expats.
Specific ResponsibilitiesStrategy and PlanningAssist the Country Representative in strategic planning processes in accordance with LWFs approach.Assist the Country Representative in communicating LWFs mission, purpose, strategic goals and programme objectives amongst all programme staff to create mutual understanding and ownership.Contribute towards ongoing surveillance of emerging socio-economic-politico developments and possible emergency situations.Support the development and outworking of programme implementation strategies, plans and activities schedules.Project Cycle ManagementBe responsible for the planning and establishment of any new project interventions, both emergency and development activities, and to ensure that these proposals are established within the LWF Jordan country strategy and the LWF/DWS (and ACT Alliance where appropriate) guidelines (and strategic plans).Ensure that project proposals, reports and other documentation relating to program matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF/DWS policy and guidelines.Fulfill the highest programmatic and administrative standards through adopting and implementing the existing and (yet to be developed) DWS policies and guidelines as well as adhering to the Codes of Conduct and other quality assurance guidelines to which LWF/DWS is a signatory (e.g. HAP Standard, Sphere minimum standards etc.).Maintain a coordinated and effective working relationship with identified partners, with project managers and with program level sector managers (i.e. Finance and Administration/HR).Program Coordination & NetworkingPlan regular program staff coordination meetings and develop the agenda in liaison with the Country Representative or his/her designate and other sector managers.Participate in the relevant fora, meetings and networks (in-country) with relevant active partners to discuss and take action on program matters (planning, coordination, implementation, training, M & E, liaison).Liaise with government, NGO s, implementing partners, related agencies, member churches and other agencies regarding program activities to ensure effective planning and coordination.Be the primary point of contact for program issues for project managers, other NGOs and related partners/agencies.Make regular field trips to monitor, follow up and discuss important program matters with the project management, and report back to the LWF Jordan Management Team in the country office, as appropriate.Logistics SupportAssist the Logistics Manager in maintaining a functional procurement system adhering to LWFs Logistics manual at all times.Assist in the establishment and maintenance of all logistics infrastructure (warehousing / distribution networks) and associated operating / management systems.Assist in the establishment and maintenance of secure and reliable telecommunications / information management facilities, and training to ensure staff are familiar with vehicle, and other asset usage, procedures and protocols.Financial Management & AccountingAssist the maintenance of LWFs Standard Financial System and procedures.Assist in the management of the programme budget and oversight of delegated budgetsReview the monthly management accounts with Country Representative , field staff and other relevant staff.Ensure compliance with donor accounting and reporting requirements.Human ResourcesAssist the Country Representative with the general management and leadership, encouraging team work and strong commitment to LWF values and operating principles.Assist the HR Manager to ensure that legal context, local practice and LWF policy are considered on matters of employment practice for project staff.Develop comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed in a new capacity within the program.Advise in and assist with defining required management team composition and organisational structure in accordance with relevant Grading Structure.Assist in staff planning, recruitment, induction and training for field staff as required.Staff Development and ManagementAssist the LWF Jordan Team Leader / Country Representative or his/her designate in the overall coordination, management and support of all projects and activities in the LWF Jordan program.Coordinate relevant and appropriate training as part of an overall strategy of capacity building, community development and empowerment, staff development, training & exchange.Conduct 6-monthly performance appraisals, and encourage the personal development of each individual (including personal development plans and the identification of training needs).Security, Health and Safety ManagementEnsure that all staff understand their individual and collective responsibilities for security, safety and wellbeing.Assist Country Representative to ensure the security and wellbeing of all staff (including monitoring of compliance with the programmes security plans and health & safety procedures).Ensure that staff are adequately trained on appropriate actions (e.g. immediate response, information gathering, incident reporting, pastoral support and lesson learning) in the event of a security incidentMake security decisions based on relevant LWF policies (e.g. Security plans, Acceptable Risk policy) in consultation with the Country Representative, relevant field staff and other agencies as appropriateGood Practice, Institutional Learning and Information ManagementAssist the Country Representative in ensuring all programmes are implemented in accordance with signatory codes of conduct and accepted good practice.Participate and support project reviews and evaluations and ensure learning is understood and disseminated.Promote opportunities to encourage openness to learning from all staff and assist in the identification of issues / themes from project experience for analysis, dialogue and possible formulation into emerging best practice and policy.Support the Country Representative in ensuring all relevant audit and evaluation recommendations are implemented and adopted within ongoing operating procedures.Requirements
Essential
