POSITION SUMMARY
The Asset Management and Facilities Steward develops, manages and advances asset management and stewardship throughout the state. This position is responsible for the development and implementation a statewide infrastructure and maintenance plan for all preserves throughout the state. S/he is responsible for the oversight and management of maintenance, repair and restoration projects which includes buildings, trails, and additional infrastructure on new and existing preserves throughout the state. In addition to statewide facilities oversight, this position is responsible for the stewardship of 36 conservation easements near the front range. This position is based in the Boulder, CO office.
ESSENTIAL FUNCTIONS
The Asset Management Facilities Steward provides technical leadership and support to the Colorado Business Unit by planning, directing and implementing preserve infrastructure management, stewardship and monitoring activities. S/he will develop a statewide assessment and individual preserve infrastructure assessments throughout the state that will include buildings, roads, fences, trails and other infrastructure at preserves and ensures compliance with ADA guidelines and laws. S/he will develop annual project plans for implementation by staff, partners, and contractors. S/he assigns, trains, directs, and supervises activities of staff assigned, ensuring adherence to established policies, procedures and standards; assists and advises others on project planning and implementation. S/he organizes, plans, assigns labor and tasks and supervises the construction management of preserve facilities, buildings and infrastructures, the management of remodeling projects, the preservation, restoration and renovation of nationally registered historic buildings. S/he prepares, submits, justifies and monitors the operational budget for projects and develops a long term budget and plan for ongoing maintenance and proactive infrastructure projects at preserves.
RESPONSIBILITIES AND SCOPE
General Responsibilities:
  • Ensures program compliance with internal policies and external requirements.
  • Gain cooperation from outside parties to accomplish program goals.
  • Under minimal supervision, makes independent decisions based on analysis, experience and judgment.
  • Financial responsibility may include developing and managing a budget to complete projects, negotiating and contracting with vendors, assisting with budget development, and meeting fundraising targets.
  • Maintains excellent record keeping to ensure all documentation is accurate and properly maintained to facilitate the smooth operation of the stewardship program which entails maintaining and updating paper, electronic, and database records and files.
  • May supervise staff, interns, volunteers and contractor, help plan, direct or convey work instructions to preserve work groups, including other staff and/or volunteers.
  • Coordinates multiple tasks or projects in a timely manner and with attention to detail, works within a defined timeline and budget.
  • Travel throughout the state required; some evening and weekend hours. May work in variable weather conditions, at remote locations, on difficult and hazardous terrain and under physically demanding circumstances.
  • Communicates with staff in various programs, as well as with landowners/managers, donors, trustees, conservation partners, and vendors, and is able to effectively articulate relevant stewardship concepts and internal policies and procedures to others.
Conservation Easement Steward Responsibilities:
  • Responsible for all aspects of a portfolio of conservation easement and preserve stewardship and builds and maintains strong landowner and partner relationships.
  • Understands and interprets complex legal documents such as conservation easements, leases and stewardship agreements.
  • Identifies, documents and reports violations, will coordinate with staff, legal counsel, and partners to determine a course of action.
  • Responds in a timely manner to landowner requests for permission, notification, and amendments by gathering field data, reviewing easement language, summarizing and analyzing issues, and collaborating with other staff, legal counsel, and partners.
  • Tracks and records transfers of ownership, including title searches.
  • Independently drafts memoranda, correspondence, forms, and stewardship issue analyses, and revises as necessary.
  • Revises routine and complex legal documents for review by paralegal or attorney.
  • Assists with additional stewardship duties as assigned, including updating Management Plans, Baseline Documentation Reports, and creating Current Conditions Reports.
Facilities Stewardship Responsibilities:
  • Develop statewide preserve infrastructure assessment, including a project and maintenance schedule.
  • Organizes, plans, assigns labor and tasks and supervises the construction management of preserve facilities, buildings and infrastructures, the management of remodeling projects, the preservation, restoration and renovation of nationally registered historic buildings all in accordance with ADA guidelines and laws.
  • Inspects park buildings and facilities for safety concerns, code compliance and in support of the preventative maintenance program.
  • Facilitates emergency response for facility related emergencies such as, emergency maintenance.
  • Leads construction of facilities at new and existing preserves, such as restrooms, bridges, parking areas, picnic structures, trail kiosks, trails, etc.
MINIMUM QUALIFICATIONS
  • BA/BS degree and 3 years’ experience in construction trades, parks management or related field, and 3 - 5 years of Journeyman level construction or maintenance experience, or any equivalent combination of training and experience.
  • Experience and/or training in the practices, procedures, materials, tools, and equipment used in building construction and park development trades.
  • Experience and/or training of the occupational hazards and safety precautions of the work.
  • Experience and/or training of the current trends in building/park construction and renovation.
  • Experience negotiating complex agreements.
  • Supervisory experience, and the ability to plan and direct the work of the staff engaged in carrying out generalized and specialized technical service functions.
  • Experience using applications such as Microsoft Office, and Web Browsers
  • Experience performing physically demanding labor in a variety of weather conditions.
  • Must have a valid driver’s license.
PREFERRED QUALIFICATIONS
  • Conservation easement monitoring experience
  • ArcGIS and Collector experience
  • Considerable knowledge of local, state, building code requirements.
  • Skilled in the use of a variety of construction and heavy maintenance machines and equipment including back hoes, dump trucks, trailers, concrete mixer, stationary tools, generators, multi-testers, compactors, scaffolds and utility trucks
  • Knowledge and experience implementing construction projects to meet ADA compliance for buildings and trails and associated preserve infrastructure.
AUTO SAFETY POLICY
This position requires a valid driver's license and compliance with the Conservancy's Auto Safety Program. Employees may not drive Conservancy-owned/leased vehicles, rental cars, or personal vehicles on behalf of the Conservancy if considered "high risk drivers."
