Background

The purpose of this procurement exercise is to contract an individual consultant who will provide support functions to the Global Focal Point (GFP) for Police, Justice and Corrections Areas in the Rule of Law in Post-Conflict and other Crisis Situations. The Consultant will report to the Rule of Law Team Leader in the Governance & Peacebuilding Cluster and liaise and work closely with the other GFP Partners in the rule of law substantive teams of DPKO, UNW, OHCHR, UNODC and others.
In September 2012, the UN Secretary-General appointed UNDP and DPKO as the Global Focal Point for Police, Justice and Corrections (GFP) Areas in the Rule of Law in Post-conflict and other Crisis Situations through a policy committee decision (2012/13). The GFP is an arrangement that aims to improve the coherence and quality of the rule of law support of the UN system by linking the peacebuilding and developmental perspectives. Through this initiative, UN entities (including DPKO, UNDP, UNW, OHCHR and UNODC) are combining their efforts on rule of law assistance in crisis contexts, with the aim of streamlining assessment, planning and delivery to improve overall impact. By making the whole greater than the sum of its parts, it achieves better impact through joint approaches in terms of operational action and programming skills, drawing on the specialized expertise of GFP Partners.
The GFP has gradually been developing a closer cooperation and coordination of participating entities. At HQ, the GFP partners are engaged in providing important support to country level engagement, including: i) country support to United Nations presences in crisis contexts to undertake joint assessments and planning efforts to improve the design of justice, police and corrections assistance, with a view to develop integrated working methods and joint strategies and programmes); ii) rapid deployment of appropriate expertise to support effective interventions, making use of the available expert rosters and capacities throughout the UN system; iii) development and knowledge sharing of guidance and policy tools and workshops/trainings to improve collaborative arrangements in rule of law support; iv) outreach and strengthening of partnerships across the United Nations, Member States, NGOs, think-tanks and academia, with a particular focus on South-South cooperation.
  

Duties and Responsibilities

Under the day to day supervision of the Rule of Law Team Leader in the Governance & Peacebuilding Cluster, and overall guidance of the GFP management team, the Consultant’s allocated functions will be as follows:
  • Manage the GFP convening functions through planning, organization and follow-up of all GFP meetings including country-specific meetings with HQ and field colleagues, ASG-level meetings, Bi-weekly GFP management meetings;
  • Prepare the GFP annual report;
  • Support the GFP depository function through maintaining an updated tracking mechanism of all GFP supported interventions and related materials, such as outcome documents, plans, programme documents, and an updated list of all relevant focal points in GFP entities within each country and area,
  • Provide country specific support, including by sharing knowledge and guidance materials, preparing and supporting GFP missions, exploring and maintaining contacts with expert roster and capacities of UN entities,  supporting expert field deployments, 
  • Plan, organize and implement GFP workshops and training programmes, both at New York and regional/national level;
  • Report on GFP activities, developments and achievements in information materials/fact sheets to partners and member states, internal memos and higher level/SG reports;
  • Collect and disseminate guidance and policy tools from the UN system on rule of law, human rights and associated topics;
  • Coordinate outreach with all stakeholders, including through organizing members state briefings and events;
  • Performs other tasks as necessary to coordinate and improve GFP support and delivery.
Expected outputs and deliverables:
  • Contribute to successful delivery of GFP support to field missions;
  • Regular country specific meetings held with a clear focus and follow up;
  • A well-managed and updated list of activities and achievements of the GFP;
  • An updated organized contact list of GFP contact/focal points in HQ and field settings.

Competencies

Required Skills and Experience

Academic qualifications:
Master’s degree/Advanced University degree in political science, law, development, social sciences or other related disciplines.
Relevant Experience:
  • Minimum of four years’ relevant professional work experience in a related field, including rule of law, human rights, governance, policy and programme development;
  • Relevant experience in organizing workshops and events - facilitating multi-stakeholder and consultative processes, meetings and events;
  • Knowledge of UN Rule of law support and the GFP specifically;
  • Experience in knowledge management;
  • Experience in communications and external relations;
  • Experience promoting membership engagement in a network setting is an asset;
Language:
  • Fluency in written and spoken English is required;
  • Working knowledge of another UN language would be an asset.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.
  • The financial proposal should specify an all-inclusive daily fee (based on a 7  hour working day - lunch hour is not included - and estimated 20 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
  The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.
Evaluation process
Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.
Technical evaluation - Total 70% weight of maximum 100 points cumulative (70 points): consist of desk review and interview
(Weight of desk review = 71 % of technical score (50 points) and weight of interview = 29 % of technical score (20 points).
Desk review criteria (50 points)
  • Criteria 1.
Number of years of relevant professional work experience in a related field, including rule of law, human rights developments, governance, policy and programme development;  20 Points
  • Criteria 2.
Demonstrate knowledge of UN Rule of law support and the GFP specifically 10 points
  • Criteria 3:
Relevant experience facilitating multi-stakeholder and consultative processes, meetings and events; 10 points
  • Criteria 4: Demonstrated relevant experience in knowledge management; 10 points
Interview (20 points)
Interview will be based on TOR scope and criteria.
Top scoring applicants who receive above 35 points on the desk review will be invited for interview.
On applicants who receive a minimum of 14 points on the interview will be further consideration for financial evaluation. They will be contacted and requested to submit a financial proposal. Please note that only shortlisted candidates will be contacted.
Financial evaluation - Total 30% of cumulative (30 points)
The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
Contract Award
Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
Institutional arrangement
The Consultant shall report to the Rule of Law Team Leader in the Governance & Peacebuilding Cluster and work within the cross-Cluster SDG16 Team, liaising with other substantive technical teams in the Cluster. Office -based
UNDP will provide office space, and access to internet and a printer during the assignment.
Payment modality
  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
