OBJECTIVES OF THE PROGRAMME :
The Communicable Diseases and Health Analysis Department (CHA) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, and elimination of communicable diseases and zoonosis that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision making processes through improved health information coverage, analysis and quality at all levels.
Description of duties:
Under the general supervision of the Director, Communicable Diseases and Health Analysis (CHA), and the direct supervision of the Unit Chief, Neglected, Tropical and Vector Borne Diseases (CHA/VT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Provide technical and programmatic support to the national strategies on the prevention and control of dengue and other arboviral diseases and provide in-country assistance as required, for strategy development, planning, implementation, monitoring and evaluation of related national and regional strategies and activities;
b) Contribute to the strengthening of national dengue and other arboviral surveillance systems, regional databases and reporting of data in compliance with PAHO Resolutions;
c) Provide technical cooperation to countries, along with Country Office focal points, for the development and implementation of the generic protocol for integrated epidemiological surveillance of dengue and other arboviral diseases that will facilitate the analysis of information and decision-making;
d) Coordinate and support activities for the strengthening of national capacities on clinical diagnosis and management of patients with dengue and other arboviral diseases, and ensure the implementation of the second edition of Dengue: guidelines for patient care in the Region of the Americas and other clinical tools;
e) Manage the financial resources assigned for the implementation, monitoring and evaluation of the Regional Integrated Management Strategy for the Prevention and Control of Arboviral Diseases;
f) Provide technical guidance and support for resources development for the implementation of the Regional Integrated Management Strategy for the Prevention and Control of Arboviral Diseases;
g) Collaborate on the review, compilation and preparation of progress reports, situation analysis, evaluation tools and other strategic documents to support national and regional activities within the framework of PAHO Resolutions and agreements;
h) Collaborate on the development and strengthening of the research agenda for key components of the Regional Integrated Management Strategy for the Prevention and Control of Dengue;
i) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in a health science from a recognized institution.

Desirable: Specialization in communicable diseases, public health, or related field, would be an asset.

Technical Expertise:
- Technical and professional expertise and skills in the epidemiology of communicable diseases and in preventive public health and epidemiological research of neglected infectious diseases.
- Theoretical and practical knowledge of international technical cooperation, with emphasis on the negotiation and management of international cooperation programs and projects.
- Mature judgment, strong technical, analytical and conceptual skills; demonstrated ability to assess, analyze, synthesize and provide recommendations on key technical issues.
- Ability to integrate managerial and technical inputs into recommendations for decision-making processes; ability to manage multiple issues and tasks in a complex organizational environment.
- Strong professional oral and writing skills, including the development of epidemiological situation reports, funding proposals, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as SPSS, Epi-Info, Tableau, and Project will be an asset.

Experience:
Essential: Seven years of combined national and international experience working in epidemiology, disease prevention and control programs and/or the administration of health services related to communicable diseases.

Desirable: Experience working in dengue control and prevention in the Americas would be an asset.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
