Responsibilities
Within delegated authority, the Chief, Billing and Cost Recovery Unit will be responsible for the following. 

•Provides policy guidance to the Chief of the Contribution Service and Secretary, Committee on Contributions, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures.
•Plans and oversees the management of activities undertaken by the Unit; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Unit, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. 
•Approve financial transactions in accordance with the Financial Regulations and Rules of the United Nations, and ensure that accurate and complete accounting and reporting records are maintained. The incumbent will also respond to internal/external audit queries and observations. •Manages, supervises and carries out the work programme of the Unit under his/her responsibility. Co-ordinates the work carried out by the Unit; provides programmatic and substantive reviews of drafts prepared by others. Oversees work related to the analysis of accounts, and transmission of invoices, schedules, and statements related to sales orders, billings, and cost recovery receivables. The incumbent will also accept voluntary contributions to the United Nations within delegated authority. Takes initiative to improve financial and reporting processes and approaches, and to ensure timely correspondence with Permanent Missions, and UN departments, agencies, funds, as well as other external entities. 
•Serves as Deputy Secretary to the Committee on Contributions, and assists the Secretary of the Committee on Contributions in servicing of this Committee as well as the Fifth Committee on issues related to the contributions. Assist the Secretary of the Committee on Contributions in the substantive servicing of the annual meetings of the Committee, by, inter-alia, preparing analytical reports, and other relevant required documentation for consideration of the Committee, and drafting of the Committee’s reports to the Assembly; 
•Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. 
•Ensures that the outputs produced by the Unit maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. 
•Prepares inputs for the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Carries out programmatic/administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
•Recruits staff for Unit taking due account geographical and gender balance and other institutional values.
•Manages, guides, develops and trains staff under his/her supervision.
•Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.

Education
Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree. Certification as Certified Public Accountant CPA, Chartered Accountant (CA) or equivalent is desirable.
Work Experience
A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related field is required. Experience in the management of voluntary contributions, billings and cost recovery processes desirable. Experience participating in UN intergovernmental committees deliberations is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
