Purpose of the Position
Under the Supervision of the Senior Advisor, the Child Protection Specialist (Birth Registration) will provide technical leadership with a focus on child protection systems, particularly birth registration, including birth certification and age assessment. The incumbent develops strategic and technical guidance and effective partnerships to strengthen UNICEF's work globally in the area of birth registration, identifies and disseminates the latest research and good programming practices on birth registration and Civil Registration and Vital Statistics (CRVS) issues to key stakeholders and facilitates Cooperation with relevant (e.g. health, social protection, civil registration and social work) research institutes. The staff member develops partnerships and technical guidance to support a systems approach to child protection, as per the Child Protection strategy, and collaborates with all clusters/divisions/sections at HQ, regional offices as well as external partnerships and UN agencies to enhance child protection systems in addressing birth registration and related issues.

Summary of Key Functions and Accountabilities:
1. Programme Policy and Strategy Formulation, Programme Management and Support
- Supports development and implementation of standards for birth registration taking into account the right of all children to free and universal birth registration, including those of minority populations, children living in remote areas and children that find themselves in emergency and post-emergency situations.
- Provides support to country offices, regional child protection teams and other networks for situation analysis, strategy formulation, project and programme development, and assessment of programme recommendations and programme evaluations.
- Provides technical guidance to ensure the effective roll-out of agreed indicators for birth registration, including in emergency and post-emergency settings.
- Provides technical guidance for applying innovative approaches in birth registration that help reach the most marginalized populations, including with the use of information technologies.
- Provides technical input into the further development and refining of existing tools.
- Identifies areas that require further elaboration, including providing inputs and advice regarding the increasing rolel/effectiveness and inclusiveness of new technologies and the Private Sector.
- Organizes and/or participates in trainings, orientations, and other action oriented learnings responding to requirements made by country and regional offices, as well as other partners.
- Identifies and disseminates relevant research as well as examples from the field to support advocacy, enhanced analysis and programming around birth registration, with special attention to newer areas of birth registration work, i.e. the use of innovative technologies.
- In collaboration with the Innocenti Research Centre and other research partners, strategically identifies gaps in policy evidence in order to support and promote further research and development of guidance that fills identified gaps.
- Supports global advocacy, information exchange and dissemination of information collaboration as required with UN Agencies, international financial institutions, security organizations such as Interpol and private sector firms to improve understanding and
rights-based action around birth registration. - Represents UNICEF positioning in global birth registration and legal identity partnerships, coalitions and groups including those relevant to or associated with birth registration, such as the Coalition on Every Child's Right to Acquire a Nationality.
- Serves as section focal point on birth registration and legal identity issues for child protection and liaises regularly with staff working on global policy, health, social inclusion and migration issues.
- Participates in the development of the sectoral work-plan;
- Ensures the achievement of specific assigned objectives within the Bi-annual Work Plan, including providing guidance and support to other staff and colleagues in meeting define work-plan tasks and reporting requirements.
- Participates in the preparation of all programme reports required by management, the Executive Board and donors and carries out budget reviews and programme analysis.
- Contributes to resource mobilization by drafting project proposals and budgets and liaising with donors and country programmes on developing programme documents.
- Contributes to other child protection related assignments when required.
Qualifications of a Successful Candidate
- An Advanced University degree (Master's) in social policy, demography or other closely relevant field, e.g. policy development, political science, social sciences and social development, with emphasis on international development.
- A minimum of eight (8) years of progressively responsible professional work experience, at the national and international level, in programme formulation, design, management and evaluation, with emphasis on strategic planning.
- Relevant experience in related areas (as identified above) in a UN system agency or organization is an asset.
- Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
