    Purpose of the Position
    Under the general supervision of the P-5 Senior Adviser, Social Welfare and Justice, the Child Protection Specialist (Migration) will support the development of a protection systems framework on migration with a key focus on legal identity, care and justice as well as contribute to the development and strengthening of relevant regional and global protection and migration strategies.  In addition, the incumbent will contribute to formulating the wider institutional policy and action plan on migration and provide advice on protection-related positioning and programming on migration and refugee issues, including participation in shaping the evolving Programmatic Framework for Migration.  The Child Protection Specialist (Migration) will support the strengthening of technical protection capacity and inter-sectoral coherence around migration and refugee issues at country programme level. The staff member is expected to support knowledge management, exchange and innovation for effective and coordinated migration programming and advocacy. Provision of intra and cross-sectoral support in the area of migration, particularly with EMOPS, DPR, Data and Analytics, DOC, Education and Social inclusion will be required. The staff member will be expected to develop partnerships and technical guidance to support a systems approach to migration making sure UNICEF addresses migration, statelessness and refugee issues through a protection lens.
    Summary of Key Functions/ Accountabilities:
    1. Program development, management and monitoring
    • Support planning and reporting processes, required for the efficient and effective development of protection focused migration and refugee policy and programming.
    • Support coordination and organization of processes put in place for developing strategic plans, action plans, and theories of change and/or result chains in line with the results based management approach.
    • Formulate, design and prepare program/project proposals and applications for fundraising purposes, ensuring alignment with UNICEF Strategic Plan and Child Protection Strategy and coherence with UN frameworks, regional strategies and national priorities.
    • Provide inputs to UNICEF reports in areas related to protection of migrant/refugee children and prepare donor reports and updates on the topic in line with quality assurance tools and with special focus on results-based reporting.
    • Work with the Planning and Evidence Building Team in the Child Protection Section, collaborate with internal and external partners (including UNICEF Headquarters Sections, Regional and Country Offices, UNHCR, IOM) to develop and implement monitoring frameworks, UN system indicators and measurement to strengthen performance accountability, coherence and delivery of concrete and sustainable results to protect migrant children in line with Results Based Management (RBM) principles and Sustainable Development Goals (SDGs) and targets.
    2. Advisory services and technical support
    • In close collaboration with Regional office, relevant sections in UNICEF's Programme Division and or colleagues from the Child Protection Section, provide technical advice in process of developing strategies, theories of change and policy positions on migration related issues in the context of child protection.
    • Provide technical guidance and support to Country Offices through development and implementation of tools and standards to address the protection of refugee/migrant children.
    • Prepare and provide input into policy papers, briefs and briefing notes to guide UNICEF Senior Management in programming, planning and advocacy related to protection of migrant children.
    • Prepare global or regional overviews and contribute to situation analyses using a range of reports, studies and data sources that address child protection in the context of migration.
    • Keep abreast of research and trends with respect to displacement, statelessness and refugee and migration issues which affect and/or impact protection rights and disseminate knowledge to programme colleagues inside and outside the organization.
    3. Advocacy, networking and partnership building
    • Strengthen strategic partnerships with key stakeholders through networking and advocacy with Government, the UN system and other inter-governmental organizations, civil society, research institutes and the private sector to pursue opportunities to advance the protection of children in the context of migration.
    • Participate in global, regional and national events and communicate UNICEF organizational position on protection-related priorities with the aim of impacting on development planning and agenda setting.
    • Prepare internal and external advocacy products such as position papers and briefing notes, including for interdivisional and interagency groups, around the interface between migration and protection.
    • Coordinate and organize internal and external child protection events with the aim of building consensus on key migration-related priorities.
    4. Innovation, knowledge management and capacity building
    • Apply innovative approaches in setting up mechanisms for the regular exchange of information around migration and protection between UNHCR, IOM and UNICEF Headquarters, Regional and Country Offices – including, but not limited to, webinars, e-discussions and online social networks.
    • Identify good practices and prepare knowledge products to be used for advancing the quality of programming in the protection of migrant and refugee children.
    • Design and organize capacity building initiatives to enhance the competencies of key stakeholders with respect to the protection of migrant children.
    • Create and coordinate an internal knowledge database, including a repository of documents, in collaboration with UNICEF Headquarters, Regional and Country Office colleagues working on the development of UNICEF's institutional strategy and Action Plan for Migration and Refugees.
    • Create and maintain effective documentation of correspondence and reporting with Headquarters, Regional and Country Offices, donors and other partners.

    Qualifications of a Successful Candidate

    • An Advanced University degree (Master's) in political science, international development, law, migration studies, public policy or other social science field is required.  A degree in migration studies would be an asset.
    • A minimum of 8 years of progressively responsible, professional work experience at the national and international level in the provision of technical advice and/or programme development, design and/or management is required.
    • In depth knowledge on child-related migration and displacement issues are required.
    • Work experience in both development and humanitarian settings would be an asset.
    • Relevant experience in related areas (as identified above) in a UN system agency or organization is an asset.
    • Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
