    Purpose of the Position
    Under the direct supervision of the Programme Specialist (P-4) in New York, the incumbent contributes to programme, planning, design, and implementation of the work of the Human Rights Unit to promote and strengthen the mainstreaming of human rights within UNICEF as a foundation principle of its Strategic Plan, and UNICEF's interagency collaboration and broader partnerships on human rights.
    Key Accountabilities and Duties & Tasks
    1. Advisory Services and Technical Support
    • Contributes to the Human Rights Unit's provision of timely and quality technical advice to UNICEF country offices, regional offices and headquarters on the application of a rights- and equity based approach, in order to support programme development, implementation, and delivery, as well as monitoring of results.
    • Contributes to the provision of technical inputs by UNICEF to UN human rights fora and networks.
    • Contributes to the formulation of UNICEF's positions on various child rights issues.
    • Drafts policy papers, briefs and other strategic program materials for management use, information and/or consideration.
    2. Partnerships, Coordination and Collaboration
    • Supports the Programme Specialist (P-4) in New York and the Deputy Director Programme Division, in representing UNICEF in interagency networks and global fora on human rights and social accountability, ensuring that organizational position, interests and priorities are fully considered.
    • Maintain collaboration with UNICEF Regional Advisers and HQ Officers for effective overall application of a rights- and equity based approach.
    3. Innovation, knowledge management and capacity building
    Ensure that the work of the Human Rights Unit is strengthened by knowledge management through:
    • Development and dissemination of technical guidance and operational and capacity building tools
    • Identification, documentation and sharing of knowledge, lessons learned, and good practices on rights- and equity-based approaches to programmes, including through the UNICEF internet and intranet pages and regular webinars.
    • The development and sharing of human rights-related publications and resources.
    • Organize and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results in human rights related programs and projects.
    4. UNICEF Programme Management
    • Contributes to effective and efficient planning, management, coordination, monitoring and evaluation of Human Rights Unit workplan. Contributes to fulfilment of the Human Rights Unit's internal reporting obligations.
    • Supports recruitment and Supervision of consultants and interns. o Helps to manage allocation, disbursement and monitoring of Human Rights Unit funding, taking appropriate actions to optimize use of such funds.
    Qualifications of Successful Candidate
    • An advanced university degree (Master's) in human rights, law or international relations is required. Other advanced degrees will be considered only in cases of demonstrated extensive and relevant experience working in the field of human rights.*
      * A relevant first-level university degree (Bachelor's), in combination with 2 years of additional relevant work experience, may be accepted in lieu of the advanced university degree (Master's). 
    • At least five years of progressively responsible professional experience in human rights and legal Work, social development and policy analysis, child protection, and/or other related areas at the international level some of which preferably were served in a developing country.
    • Relevant experience in human rights and related areas, program/project development and management in a UN system agency or organization is an asset.
    • Fluency in English (written and verbal) is required. Knowledge of a second UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
